Its been for weeks,i never saw him,maybe some kind of bug.I heard other people had similiar problem with other bounty targets like Xavier Freemond...

Well I think it’s quite resourceful of you to try something different when it’s been that long. Bail office doesn’t interest me so I don’t own it but I feel like it’s random chance which one you get.
