While I'm not entirely sure. But if you kill the boss of the area you can't summon them there. And there are some locations that you can't summon in ever
Like the path of sacrifice. But those areas just don't let you put your sighn down.

we did the summoning in the road of sacrifices and nobody of us killed the boss yet

If you mean the first part of road of sacrifice right after the ice man then you can't summon there

I would just double check all your online settings like your region and matchmaking and password. And make sure its set to unrestricted . If you haven't killed the crystal sage then you should be good to someone

Idk probably not a setting in ds3 . Have you tried summoning him in the swamp down the ladder to see if it's area related?
Also password is case sensitive
