Optimal lvl for Oceiros, the Consumed King or Dragonslayer Armour?

So i have the option between these bosses but i just think i have a bit to low skills so what is a good lvl so its not to hard but not that easy

i know its not that you can say oh with lvl 80 you can do him bc other people can do them with lvl 1

but these people are mostly speedrunners who are addicted

i could use heavy gem/raw/fire/simple/lightning/chaos gem some of these gems give me more base strenght but the scaling falls away and some gives fire dmg or so

infusion main point is to change stat scaling

so with the black katana i should get the dex scaling higher?
