I know for me (on a quest one) I press the left controller menu button and it brings up the steam menu

you gotta find whats the button that brings up steam's interface. on the quest 2 is on the left hand controller the button has 3 horizontal strips (idk if i can post images here) but yeah once you find it

on the menu steam open it's either the first or second icon on the top left
