The reset button seems to work, as indicated by the blue LED blinks. So I'd still suspect you aren't pressing twice reliably quickly. If it was successful, you should see continuous blinking

ok now ive got a solid blue light and no drive in the file explorer on my computer

If it is blinking fast, it means it is waiting for a USB connection

So it might be a bad cable or a bad usb port
