I'm using the Nice Nano v2 and a split keyboard (Corne).

When I connect USB to each side, it works, but it doesn't work if I connect only one side. The LCD also does not appear. When I checked the power, there was no power coming out of VCC. Actually, my keyboard was working a little while ago, but after I turned on USB logging and it worked for a while, it suddenly stopped working. When the keyboard was working, the VCC was 3.3v.

How can I restore the power supply?

I hope you're not using a TRRS. It's generally a bad idea. You should either have a battery or a USB connection for each half.
