Yes just a regular firewall rule will do that. Just because it's on a different vlans doesn't mean other vlans can't communicate with it

No I think you don't have a good grasp on what VLANs are (not intending to offend, just suggesting you need to research more)

VLANs CAN be used that way, but they aren't by default
