An automation in home assistant makes this pretty easy. Numeric trigger when the charge drops below some value, turn on a plug. Then another trigger for when it's above your max value, turn off the plug.

Install the app and log in, this will create a battery sensor in HA that you can use

By 'install the app' i assume Merlin means the home assistant mobile app.
