How would allow the p!buy incense command to be allowed in only one channel and let those use it that do not have admin permissions?

Go into any of your normal catching channels add the incense there and anyone allowed to see that chat should be able to enter. But as far as buying and using without admin it cannot be done. They have to have admin to purchase and add incense to a channel.
