that's exactly what it is called, stringing.
What happens is that when the head travels the distance between the left and right arc, it drags some plastic along that is still hot in the nozzle, it usualy means that your nozzle temp is a bit to high, or there is moisture in your filament. First dry the filament for a few hours, then find out what the exact nozzle temp should be for that filament, by printing a temp tower, that will show at what temp there is the least stringing. i use a heatgun to remove it, just a second of hot air and its gone, but that is dangerous, it might deform the part.
