I had a bad clear coat and was wondering if I only have to sand down the clear coat then re-clear it, or if I have to re paint it then clear it?

Depending on what you mean by bad you may be able to sand just the clear off with a wet sand and respray a new clear.
If there is no reaction or damage to the colours under the clear it can be done, but has to be carefully as you don’t want to take it through the colour coat as well.

Let it cure, then sand down say 320 to 400 grit, clean it up and then respray
