What grits did you sand with before painting?
how many coats or layers of paint in total did you use?
Did you use the same brand paint and clear?
Was the paint dust free before the clear?
Wet Sanded with 1000 grit, 2 coats of paint, same brand, and it was dust free
Did you do a light coat of the clear and then a medium coat, or just one coat?
One coat
How heavy was the coat sprayed on? It might be a case of giving it a 600 + wet sand, dry off and more clear and it might level out.

Paint shrinks as it cures so it’s tough to get a perfect gloss finish without wet sanding and buffing the clear after a week when it’s cured. Could have also been a slight reaction to the paint underneath. I usually do one heavy coat as well to reduce orange peel but sometimes that can cause reactions.
Basically the same way you buff a car, you can do this by hand, and even with a power drill.
