blobs or seems

Alright so im trying to increase my quality of prints.

I was printing lithopane and saw i had small blobs. At first i tought wet fillament but then i decided to print a round object using vase mode. And it turned out perfect no blobs at all.

The bloobs seem to be caused when the printer stops at the seems.

How can i go about reducing this. Printer head seems to stop at the seems for like ¼ of a second then restars

Im guessing when the head reaches the seem it stops moving for a small instant but that what causes fillament to ozze out and cause a blob?

Any tips appreciated

i would try orca or prusa slicer

kinda looks like retraction settings
