I recently switched my Cr10s Pro v2 over to the HeroMe 7.3 hotend with 2 4020 fans, phaetus dragonfly hotend with a bondtech CHT nozzle and I was looking for some help with how to setup my BL Touch. I’m not too sure how high or low it needs to be compared to the tip of my nozzle.

I have the same printer just stock and it looks like the tip of the BL touch tip is offset up 3.8 to 3.84 mm from the nozzle tip when it is collapsed up. This is the best rough estimate I could get.

There's a file in the release called "HMG7.3 ABL Offset measure.stl" that is ~2mm thick. The CAD diagrams shows a retracted tip and nozzle should have a 2.3~4.3 difference so use that tool and have the nozzle touching the bed but raise the probe until it is floating a bit higher than the markings:
