✅ - Failed paint coat

hey guys I need advice im doing a set of power rangers helmets and one of the helmets after putting the second coat of rustoleum yellow paint on had a really bad chemical reaction so i tried waiting after a day for it to dry and tried sand it off but the paint is started to clump making it hard to sand it. should i wait for a whole week of try using paint thinner? and before anyone asks if i did test paints i did a paint test on spare 3d print that was prepped and filler primed and it was fine

Use a fingernail and push in the yellow paint, if it marks, scrap it off as this will be easier than sanding, if the fingernail doesn’t mark then you either wait or take some heat to it.
