Ringing on Y-Axis

all my prints have been getting these ring pattern only on sides. Not sure what could be contributing to it

are your belts/screw loose?

I've tighten all belts and screws and the problem is still happening

On the Y axis if I move the bed my hand I do notice that it doesn't move smoothly. There are some points where it sort of pauses
