Trying to get it to look like this as much as possible
If I were you, I'd probably try to find the flat graphics that go on his car, scale them to your model, and have them printed as some type of thin adhesive-backed vinyl/sticker type material, and apply them before the clear coat. That would take some talent trying to paint that all on, and in any case it's not for nothing that Sally calls him 'Stickers' 🙂
How would I go about printing stickers?
Depends. If you have a nice inkjet printer, you could try to find sticker paper for that and see how it goes. Otherwise I'd probably try to find some place online to get them printed, I'm sure there are tones of sites that do it. In any case, I'd definitely get some extras and test on a scrap piece to make sure the clear coat won't have any issues, like causing the ink to smear or run. That would be my biggest concern.
For the record, I'm not saying they couldn't be painted on. I personally wouldn't have the skill to do it up to my own level of satisfaction. If you feel you have the skills, more power to you.
