I want to paint the numbers white but I want to feel it all the way to the top so it could be even with the black surface any ideas on how I would do this I don't think just using paint to fill the recess number would work

Acrylic paint and just scrape it off the top.

If that doesn't work, use a toothpick or similar and add a little filler to the numbers to fill the gap then paint, but as @dense nebula suggested acrylics should fill it.
