i'm afraid frame-by-frame might be the answer with this one.
motion tracking is also an option though!

If its pretty stable
Just tracking should work
If its complex like resize angle and such might need a lot more then just tracking

i recommend a png, yeah.
if you manage to track the png, you could also maybe try using "liquify" (or whatever it's called) to make it "move" downwards 
or using the puppet tool may suffice

we're all beginners at things we havent tried yet. if this is your first crack at doing a motion tracking animation-type doohickey, then i say you succeeded

hmmm, i think it's missing a better course of action. by that i mean, tears going straight down look a bit unnatural, so it's looking a bit stiff. try liquify to add a lil curve to it?
