First off do you have at least 32GB of RAM installed on your PC?
Next does your GPU have the 12GB VRAM the game needs? (Think that is the correct number).

I wonder if the original post has a character limit and I didn't notice... I tried to cover all my bases because I've been working on this problem with myself and others for months now.
Yes, I have exactly 32 GBs of 4000MHz DDR5 and a 3080Ti. I have a Ryzen 5 7800X3D CPU. I actually upgraded both my RAM and CPU as an attempt, and it actually solved nothing, interestingly. I had 32GBs of 3600MHz of ddr4 RAM and a Ryzen 9 5700x CPU previously.
I even installed a recommended RAM cleaner because I saw on some forms that that helps some people, because this game does occasionally have memory leaks for some. It also did not, in fact help.
Just to confirm it wasn't my machine, I had a buddy with slightly worse specs run my save on his PC and have the same crippling crashing and lagging issues. (oh, yeah, that was another part of the post that got eaten--this issue is accompanied with extreme <15FPS lag)
