I've restarted the missions plenty of times and it will mot trigger for me. However, I did finish the final mission. Are you not meant to be able to play missions in any order you please if you've already completed them?

I am not sure all are able to be done a 2nd time. For that I would Google for a quick answer.

Every Operation can only be completed once per Open World.
So if you've finished a certain mission in your prospect, you cannot start it again.
If you're running a mod to allow you to do so, I reckon that mod is giving you issues.
Normally I'd say remove the mod and try again, but removing the mod would also remove the possibility to re-run the Operation.
So it looks like you've to play the game as it's intended:
Run each Operation only once per prospect, and if you want to run a certain Operation multiple times you'd need to create a new prospect.
