game wont launch after update,
did the update, didnt work. regular restart, and afull shutdown reboot. nadda,
2 verifying game files before the 3rd verify was successful.

Full reinstall. disk write error both times but it still passes the verify files check

@sick fjord sounds like you've got something going on with Steam, found this in google https://www.lifewire.com/how-to-fix-steam-disk-write-error-4687188 everything from read only folders, full disk, drive errors, restarting steam or the computer, antivirus, etc.

deffinatly something goin on with steam update fails everytime now
what ev. if a steam update or game update doesnt fix the issue, i guess 1300 hours go to waste. i am not inclined to spend my entire weekend trouble shooting,

Seems like a windows, computer, or steam problem and not the game itself. You can backup your game saves if you like they're in %LOCALAPPDATA%\Icarus\Saved\PlayerData
Antivirus? I'm searching back through previous people mentioning "disk write error" to see what problems people have had before and antivirus came up a couple of times, I haven't tried Steam support before to see if they're helpful. Steam library repair seems like possible option too. Settings > Storage > Repair Folder
Either that or maybe filesystem issue, which sounds nasty, they mention it but don't really tell you how to check it in that article. This post on reddit has a few more detail/options

I don't know, people say they try all that and still have it fail. What Antivirus are you running, or just using built in windows defender?
