Can't craft reinforced glass with water network

I can see the glassworking bench when I press R with the water tool. But it's always idle and there's no yellow border when I try to craft.

Tried to connect the water pipe directly from a dedicated pump, as well as a shared pump and 2 pumps combined. No dice

As mentioned in the patch notes, reinforced glass is now its own blueprint. you'll also notice there's no text in the middle of the glassworking bench mentioning this functionality.
