FIX Verify your both on the same version. For some reason my friend and i had this issue.
Have the dedicated server run an update, its possible the server is on an older version as is your friend
To fix this have your friend look at their version, this is the same version the server is on as their loged in, then look at your version. If their number is higher, its a you problem. Verify your game files (steam often fails to update games)
If your number is higher, your friend needs to force a dedicated server update, then verify their files.
