first thing, make sure he isn't using Run As Administrator (either directly or with the checkbox on the executable's properties).

Could it be cause he's rocking only 16GB RAM

When he gets it open you looking for texture streaming or to see if the limit is disabled
the pool size itself, and to see if it's limited. both would be useful.
just for kicks, drop the pools size as low as it'll go.
see if that stops the crashing. if it does, then start nudging it up.

He said it's failing to load texture and he's gotten Unreal crashes too
okay, well, getting those actual crash reports is kind of important to figuring out what's causing them. otherwise, it's just guessing.
okay, that's sounding like something more intensive. maybe a thermal/overheating issue or something.
okay, then, I don't know, but if he's got multiple things crashing, there's something seriously wrong with the machine/build/config that goes beyond icarus settings.

Icarus is harder on hardware than many. Another possibility, though weird, would be his PSU is under-spec for running the GPU at full capacity, so it's browning out or causing other problems. but that doesn't necessarily fit the symptoms.
that first error, though, was a video memory error. lowering the texture pool to minimum should have helped that, not made things worse.
Would that cause other glitches lol cause this time it cause his discord to open web browser form and then reset his discord settings and such

yeah, I don't know. it sounds like something wrong very deep somewhere, either hardware or something in the OS. theoretically, if it's accessing memory randomly for some reason, it could cause random effects - but normally that's just BSOD.
so, I don't know.
Thank you trying lol sorry to give you a confusing time. 😕 we are gonna try to put it on his SSD if that don't work try waiting till he can get more ram see if that helps but right now nothing seems right lol that's why I came here cause I needed fresh eyes I've been trying to help him with this for 2 days lol
