I ask because one common cause is a change of the OW's filename from the original.

I tried both. First i did resume and it showed the same as above. Then i clicked load.

and just to make sure I'm not making any assumptions, you're loading this locally, not through a dedicated server, right?

Right. Locally. I was trying to resume it so i can leave the open world. All my exotics are within that one open world. Unless im missing something and cant leave it and use my gear on another mission.

well, depending on whether or not you insured and how long you've been in it, you'd have another option. but should still see if we can get you back into that OW.
029 generally means there's a configuration error somewhere preventing the game from being able to handle the OW cleanly. I'm trying to think of stuff you could do that would cause such an error; misnaming the OW is the most common, but you didn't do that.
when did you start it? how long ago?

I started it about 24 hours ago. I built a few things got off. Was getting back on tonight to play with some friends and it wouldnt load. Am i able to drop in again with a new character? I dont even see it in a load list on other characters.
