Was looking into buying a steam deck recently and I see that Icarus isn't a game that is compatible with the system as are many others it would seem and I was just wondering if this would change over time?

it change only when the steam deck become from upgrade-able 16 gb to more ram

If you have a pc that can run icarus, you can play on the deck with the steam link. like i do.
