Can't respec- Blueprint- polar bear armor

I can't get my points back for polar bear armor, also the ghillie proceeding this point.

usually means you've removes some points below them and thus they're now "mandatory" to maintain integrity. try adding other points to talents above them in the trees first and then remove the lower ones. I know this is expensive, but it's how it works.
