I believe the discount applies to your usage, not the recurring subscription
you have to pay 5$ each month on the hobby plan unless your account was eligible for it to be waived
but i dont even used 5$

nope , i did not do anything , just last time i checked is in June , and its showing im in Hobby plan with fees waived , so i thought its fine , so i didnt bother to check. Just today i was thinking to check my usage and saw this

I think I was told if you cancel your plan you lose qualification, but you said you haven't done that, so I don't see how you'd lose qualifications, hopefully the team will be able to shine some light on that for you
oh , what do you mean cancel the plan , it was originally shown Hobby plan right the last time i taken the screen shot , i didnt touch anything

Subscription fee is included in the “estimated bill” section. There’s a “show breakdown” link right above it that should tell you the components of your bill, and any applicable discounts
So if you have $5 discount (from the fee waiver), you’re not charged as long as your total usage is below $5.
The estimation is for the total bill (incld. subscription), and discounts are applied against it ($5 est bill — $5 discount = $0)
