High CPU usage

Hello, I have deployed a Django server when I have more than 4 users the CPU hits 100%, I'm currently on a developer plan which come with 8 vcpu and 8 GB RAM. How to confirm that my capacity is upgraded from Free plan to Developer Plan. Can we add the hardware configuration to the metrics tab? How can this be fixed?
