had the same issue, but because i don't like xaero's anyway i just installed jouneys

|I reinstalled the mods and then when I flew over to my distribution area it went the same

Removed xaeroplus and it seemed to fix it

That's the Light Overlay view on the minimap. There is a key to disable it (check keybinds), or you can do it from minimap settings, which is actually harder to get to from my experience.
