I feel like locking in passive or active abilities outside of a match goes against the roguelike nature of the game. The alternative that roguelikes have is the ability to reroll the choices you were given. So we could get 1 reroll for now, and we can spend it at the beginning or save it for another time during the match.

Would you be in favor of customizing a "deck" out of the unlocked cards that you pick in the lobby to narrow down your build to optimal and suboptimal choices, and preventing useless ones (for your particular role or playstyle) from showing up during a match?

Sure, I'm just trying to expand on the root problem you brought up - that the complete randomness of the selections makes or breaks matches at high rift ranks. locking in a passive is definitely a potential short term solution.
