Well the problem is that you can edit almost everything about an image (given it's shot in raw format, that makes it a lot easier at least), but two properties you can never edit on a picture: focus and compression. Sadly, the image doesn't have much focus, and because it's in JPEG format (which is a lossy format), it is compressed by default, on top of which you have discord compression. I don't think there is much to do on this image, sorry :(
