Hm yeah that's a catch 22 in that the disk got full (perhaps due to tons of client telemetry dbs?), but then in your attempt to clear the disk it won't let you because it can't create a client telemetry db...

probably should just not be a fatal error when client telemetry can't start, better to fly blind than shoot down the airplane

Haha yeah makes sense. This is from running integration tests super frequently and concurrently so I'm probably stressing the gc
