Not seeing any issues here so far, either on our side or reported by the provider we ran registry.dagger.io on. I see this is github actions, which is quite famous for having constant network issues (hello azure 👀). What if you do a docker pull locally to an image you don't have cached, does that work?

we have 100s network calls happening in CI, this is the only one failing, intermittently

I'd argue hosting providers are well known for not reporting intermittent outages on their end as well :]

The TLS handshake fail would be something I'd expect from them before you'd see the request or anything in your logs
