We have a million labels in the repo that really ought to be removed

so don't use "label exists" as an automatic measure of validity

went with size/small and added a view for them: https://github.com/orgs/dagger/projects/2/views/73

this opens a can of worms around what is "small" but I think defining it as "things I could do between tasks" feels right
