I once proposed an idea that I still reaaaaaaally really want and think would fit right into Len's Island, to create small stories for all of the NPCs and then make a goal for Len to go around trying to unite people again into a small civilization. Some are scared to leave their islands and start over, some won't unless you have a house for them, or this, or that. Some are dodgy and won't give the real reason why they don't want to join, but you can figure it out by gainiing their trust. Others pretend they're interested so you do some things for them then it turns out they aren't, and they are just happy where they are
