As of 1.20, there are 16 music discs available. That matches up with the number of dyes, and thus laser engraving lenses. I suggest that you can craft music discs in a laser engraver, using a polyvinyl chloride sheet and a corresponding lens.

If that's not complicated enough, maybe there could be an intermediate step where you need to make a blank disc out of PVC, or some other plastic if the developers deem it necessary.
