Unable to start the right version of Wrapper at all

I'm trying to use Wrapper 1.2.3, but when I look at the file explorer, I only see 1.2.2 and 1.2.2 2:

Upon opening the Wrapper folders, I use start_wrapper.bat as normal, but then I get prompted for it to install Flash player, which goes nowhere ( I can't attach a screenshot of that right now because the system needs to kill all currently running web browsers). And then when it's finally ready to open Wrapper, I just get another error message.
(I'll attach a screenshot of that in just a bit. Right now I have to close my web browser just to catch the image.)

I've been having trouble opening Wrapper a lot lately since I recently installed a more advanced Flash player, which has prevented my normal method of opening the folder through installer_windows.bat and letting it not download anything because it auto-detects that Wrapper is already installed, then ignores the downloading process since Wrapper is already there and skips straight to the option to open Wrapper or just the folder.

(Btw, before I grab the screenshots, I double-checked my recycle bin, and 1.2.3 isn't in it. In fact, I haven't emptied anything from the recycle bin in a while.)

I always notice that it's trying to run 1.2.1 (which I don't have) instead of 1.2.3.

This, meanwhile, is the error message I get every time even though I have both the folder open and start_wrapper.bat running.

Looks like you have conflicts between Wrapper versions

Try redownloading v1.2.3. READ THIS MESSAGE AND THE LINKED MESSAGES - they contain CRITICAL information on how to get v1.2.3 to work.
