Apple seems like glorified SDET but you'll be in the US which is way better than being a SWE in Canada.

I would take the jump to Apple. It will likely offer better career growth off the stronger name alone, even though the current role is not that good.

I’d choose Okta. PAM is a niche space to be in and that could pay dividends in the future

Its not always possible to switch from testing to dev, if you go with Apple you might end up as a QA, choose Apple if you’re cool with that
