it sounds like they were doing resume screen before oas and then sending out easier oas beforehand

#

and then they decided to not do resume screen and send to everyone but make it harder to speed their filtering

#

that would be my guess

because there was a trickle of people getting oas before and then suddenly everyone else got them at once
