i don't know what the ideal answer is o_o
i'm usually just honest with them haha, i feel like it's mostly for timing purposes so if you have other offers then they need to hurry up

I'm v honest with my recruiters, usually I'm the one following up with them to rush them in the process xd

I would also go the honest route and answer it as the question as “if you were successful when could you start”

You can tell them either you’ve gotten an offer or doing reference checks
