need advice for web design questions

if im doing a web design in figma should I complete all components first? the client wants to have a high fidelity already and I came up with mid fidelity.. should I be following the wireframes setup first etc? >< I'm not sure what I'm doing but I feel like I'm either making it complicated or there are more simpler ways and not look over the technicalities first - just make the "face" of it
