yeah i wonder if Muller is specifying 7/(7+1), the way they specified leading was different back when this was written.
I would try both 7/8 and 7/9+1 (aka 7/10).
Leading is usually standard as 1.2x the type, approximately.
like i could see a world where what that means is "one point of extra leading above the average"
that said, what Muller is really getting at here is that you should have a vertical rhythm (baseline) that is mathematically harmonious with your gutters. in a computer world the exact math is less important than it used to be, so what you could do is draw a text box and force the lines to the baseline grid while viewing your columns and gutters, and then just toggle your points and spacing on the baseline grid up and down until it syncs up.
