I'm trying to design a simple website to learn web development. Here is the hero section of the website I'm trying to design. It looks amateurish to me and I don't know how to fix it. I was trying to be inspired by old amber CRT displays

The amateurish feel comes from the details, there's a lot of tiny things you've missed when it comes to replicating the inspiration.
For starters I would look at the font, for a retro theme you need a retro font, one of the main features of retro is the lower resolution, everything should look to match that
When it comes to colours the retro stuff is entirely 2 tone
You have a yellow font with an orange glow, it's just not something you'd find when it comes to the inspiration
You can also look to match the design better if you want it to be closer
