I'm trying to run it in an old machine, and I was trying to understand the minimum hardware requirements, and if there's a way to tweak the scan for small cpus.

whole lot of that depends on what you are running and against what. Larger things use more memory

yes, I know, but tried to find the specs on the documentation and I could not find anything. Thanks @spring stirrup

but maybe there's some configuration I can change to perform the scan without having to turn the CPU / MEM to the 100%
Maybe the -c (concurrency) flag helps me

less concurrent, smaller sets etc. Its kinda hard to say minimum because then someone runs a few gigs worth of targets and then gets upset when it uses all the memory. I guess the question is, IS it using 100% right now?
