#Nuclei command executes less templates than listed by -tl

When running this command:
nuclei -l vampi-swagger.yaml -im openapi -tl
a huge list of templates are listed as avaliable for execution, but on actual execution:
nuclei -l vampi-swagger.yaml -im openapi -o issues.txt -ms
i get only a handfull of results, far less than expected. The input-format has some impact on the number of templates to be run? may be openapi implies DAST scanning only?
