This is the section Medicine Man was talking about on the wiki:

**Damage can be taken from many sources, including being shot and taking fall damage. For all ranged and melee weapons, headshots will deal 3.25x, body and arm shots will deal 1.0x, and leg shots will deal 0.5x base damage of the weapon. Armour will only cover body, arm and leg shots, and helmets will cover only the head. **

The current threshold for a one-shot head hit is 31 damage so this makes it easy to know if a gun can one-tap or not. If a head hit does 31 or more damage after helmet armour is deducted then it will one-shot a player. 31 x 3.25 = 100.75.

I have since read this and stand corrected. My initial information was based on an old patch, and as I understand it was both nerfed from 3.5 to 3, and then buffed back up to 3.25.
