Don't open the stash, there will be a different prompt that you need to hold "F" for 1 sec to finish it. I think you can only do this on the location you mentioned.

i fully thought it was a bug because the first time i went to prison looking for a hiden stash because the quest it self just saids find A hiden stash, and nope. then went to space port. and it tells me nope still i was so pissed. but good too know this now thanks man

This mission ought to be simply "open" the stash. That's all it should take to "inspect" the darn thing. 😄
