Low desirability for certain items as loot and improved consistency.

Make the currently non-stackable loot items that aren't food/health consumables be stackable.
💡 *Exactly and specifically, what should be changed and how?
- Make Chemicals stackable up to 3 like disinfectant.
- Make Industrial Paper stackable up to 5 like fabric and high quality gunpowder.
- Increase leather strip stack count to 5. It's not bad at 3 but they are low monetary value and decent utility so being able to stack them to the same degree as gunpowder seems reasonable. Stacks of 8 like metal/synth scrap seems too dense.
I assume both of these items are likely to be used in crafting recipes eventually and are the only two (unless I'm forgetting something) items that are not stackable but are "ingredients."
Fuel and toolkits seem like less stackable items than paper rolls and they can stack to 3 so having industrial paper be able to stack to at least 3, or more preferably to 5 like hi. Gp or fabric, seems reasonable and would make them in line with other items in terms of value per slot. Same applies to chemicals, having them stackable to 3 would bring them in line with disinfectant.
